Senior Financial/Business Analyst Mitre
After an exciting six month stay at Mantech and a brief stop at GTE, I have moved to Mitre. I am working on a number of projects for DOD, IRS, and other Federal Agencies.

After 21 years in the State Department I retired to take a job in the private sector. With Mantech I worked on State Department accounts in the development of a modern technological base for the Department. ManTech was founded in 1968 with 2 employees and has grown to its present 4,500 people at 132 locations around the world, including 29 states and 8 foreign countries over the past 30 years.

Foreign Service Officer 1977- October, 1998As a Foreign Service Officer I have served my country all over the world. My first overseas assignment saw me in Tehran for the overthrow of the Shah and the return of the Ayatollah Khomeni. I was a junior officer assigned to the Commercial and Consular sections. I was briefly a hostage there in February of 1979. My next assignment was Bangkok Thailand where my eldest daughter was born in 1980. From there I went to the Department in Washington where I worked in the Bureau of Personnel as special assistant for automation. From there I was assigned to Vienna, Austria as administrative officer for the Mutual Balanced Force Reduction Talks (MBFR) where my younger daughter was born. After this assignment I was sent to the Foreign Service Institute for a five month computer systems manager training course. From there I served a one year tour as Deputy Director of Information Management in the Secretariat where I worked for George Shultz. I personally set up his desk top PC with one of the first e-mail systems in the Department (see the Secretary's personal commendation) From there I went back to the Foreign Service Institute as systems manager for the Institute. At the Institute I set up the high tech center, a new technology show case. The Center was opened by then Secretary of State, Jim Baker (see the accompanying photo). After that, I was assigned to Buenos Aires, Argentina as regional personnel officer covering the southern cone of South America. From there I was direct transferred to Belgrade as administrative officer of the Embassy. Finally, in July of 1996 I was assigned to the Bureau of Finance as a senior financial systems analyst. The Department of State is a multibillion dollar a year Federal agency with "branches" in virtually every country in the world. The flow of financial data from around the world in virtually every currency is a complex task calling for extremely sophisticated financial systems. My job was to oversee development of these systems, to improve them as new technologies, including the Internet and electronic commerce become available and cost effective. Among my accomplishments in this position was the establishment of a Bureau Intranet and a new web enabled data base which makes the daily exchange rate of every currency in the world available to our "customers" on our Intranet. While major new financial systems are under development, scheduled for completion before the year 2000, it was decided to give posts some simple automated tools with which they could improve their financial operations at low cost with minimal training. While this will glaze the eyes of all but the most dedicated financial systems geek, it is an interesting display on how to turn a Microsoft Project slide show into HTML.

I love my 1950 NSU motor cycle. Click here to view. I bought this bike in Serbia during my last tour overseas. It was in pieces, but with the help of a good mechanic and a friendly German diplomat who managed to find some missing pieces, I reassembled the bike and it looks great.
